Director of Central Intelligence Directive (DCID) 6/11 was issued in 1995 establishing the Controlled Access Program Oversight Committee (CAPOC) to assist the Director of Central Intelligence (DCI) in carrying out his responsibilities for controlled access programs in the National Foreign Intelligence Program (NFIP).
Controlled Access Program Coordination Office (CAPCO)
The Controlled Access Program Coordination Office (CAPCO) administers the access control and security requirements of specific programs, in accordance with tasking from the Controlled Access Program Oversight Committee (CAPOC) and in preparation for CAPOC meetings. CAPCO also coordinates on security policy matters with the DoD Special Access Program Coordination Office (SAPCO). CAPCO's mission is to improve SCI compartmentation and related classification guidance within the Intelligence Community.
The Director of Central Intelligence Directive (DCID) 6/6 dated July 13, 2001 mandated a modification of the pre-existing DCID 1/7 Controlled Access Program Coordination Office (CAPCO) classification marking system for the Intelligence Community (IC). This system uses a uniform list of security classification markings for all media produced and collected by components of the IC. These classification and control markings, and their authorized abbreviations, are compiled in the Authorization Classification and Control Markings Register maintained by the CAPCO pursuant to DCID 6/11.
